They were running out of food which meant that the Goths would just have to wait until the Byzantine army dies off and the conquering would then be easy. This is why they tried to go for an all out one last battle with everyone participating since they had nothing to lose. If they win they'd get food from Goths and if they lose they'd just die which would be better than dying of starvation.
